The USDA is directing states to withhold Electronic Transfer Benefits for the month of November until further notice, setting up a potential food stamp crisis that could very easily lead to riots and widespread looting if the government shutdown drags on.\r

The USDA, which oversees the Supplemental Nutritional Assistance Program (SNAP), issued the order in a letter to SNAP administrators which states, Understanding the operational issues and constraints that States face, and in the interest of preserving maximum flexibility, we are directing States to hold their November issuance files and delay transmission to State electronic benefit transfer (EBT) vendors until further notice.\r

In other words, up to 47 million Americans who rely on food stamps to feed themselves face the prospect of going hungry next month.\r

An EBT system failure that occurred this past weekend led to mini-riots and looting at several Walmart stores. In Springhill and Mansfield, Louisiana, shelves were cleared as frenzied customers tried to exploit unlimited credit balances that had temporarily been applied to their EBT cards as a result of the system glitch. Store managers also had to close a Walmart and call police in Philadelphia, Mississippi after customers began rioting when their EBT cards stopped functioning.\r

EBT card users responded by invoking the threat of widespread riots if the system went down again for any sustained period of time. More conspiratorial types even suggested that Saturdays glitch was a beta test for a future total food stamp shutdown.\r

Imagine how millions of people living near the poverty line are going to re when they find out that their EBT cards may not be credited next month as a result of the government shutdown.\r

In the state of Utah alone, 100,000 people will see their benefits frozen. Richard Phillips, a homeless man who relies on food stamps, told Fox 13, Its going to cause problems. because then youre going to come to find out that youre going to have people starting to steal and do what they have to do to survive.\r

PHILADELPHIA — Joel Embiid wanted the ball down the stretch and the 76ers were happy to give it to him.
Embiid scored 16 of his 25 points in the fourth quarter and overtime to lead Philadelphia to its first victory of the season, 109-105 over the Indiana Pacers on Friday night.
Ersan Ilyasova added 14 points for Philadelphia, which was the last winless team in the NBA. The 76ers snapped a 44-game losing streak in October and November that dated to Nov. 22, 2013.
And they can thank Embiid, the No. 3 pick of the 2014 draft who missed the last two seasons due to a broken foot but has returned as a leading Rookie of the Year candidate.
“I want to be the best player and every time I step on the court, I think I’m the best player,” Embiid said. “And if the team needs me to do that kind of stuff — I think I’ve still got a long way to go — but I can do those types of things.”
Embiid, on a minutes restriction, played just 25 minutes.
“Joel brought us home with some individual brute strength,” Philadelphia coach Brett Brown said. “He came in and won the game for us. Joel was the focal point at the end.”
Paul George had 26 points and Monta Ellis added 19 for the Pacers.
After scoring nine points over a 2 1/2-minute stretch late in regulation, Embiid put the Sixers in front for good with a three-point play with 55 seconds left in overtime that made it 107-105. The Pacers turned it over on their ensuing possession and Embiid then came up big again, corralling a loose ball after he missed a jumper and then making a pair of free throws with 8.6 seconds left to put Philadelphia up four.
“It just feels good to finally get the chance to close a game out, which we haven’t been doing,” Embiid said. “Getting a chance to make shots in the clutch is a learning process for me and you’ve got to trust it.”
The teams completed a home-and-home after the Pacers won 122-115 in overtime in Indiana on Wednesday night. Jeff Teague had 30 points and nine assists, and George had 28 points and eight rebounds on Wednesday.
“We executed in our last game down the stretch; they executed tonight,” Pacers coach Nate McMillan said. “Our offense wasn’t sharp down the stretch. The things we need to do to win a ballgame, we didn’t do.”
Embiid didn’t play on Wednesday as he eases back into action.
“He’s a big man and made plays down the stretch,” McMillan said.
The Sixers looked like they were going to lose yet another November game after blowing five-point lead with 25.4 seconds left in regulation.
But the 76ers couldn’t hold on.
Ellis converted a three-point play with 22 seconds left. After Philadelphia coach Brett Brown called timeout, Teague stripped Sergio Rodriguez to give the Pacers possession. George was fouled and made a pair of free throws to tie it at 100 with 2.8 seconds left.
Embiid’s game-winning attempt in regulation went long.
HELPING OUT
Philadelphia’s Jahlil Okafor, who had offseason knee surgery, wasn’t scheduled to play on Friday night in order to rest for Saturday’s game at Atlanta. But Okafor was called into action in the first half and went scoreless in two minutes.
STREAK SNAPPED
The 76ers ended a six-game losing streak to the Pacers. Indiana still has won 10 of the last 12 against Philadelphia.
James scored the milestone basket on a dunk with 8:07 left in the fourth quarter. The 30-year-old James became the fifth active player with 25,000 points and the 20th overall. He joined Dallas’ Dirk Nowitzki, San Antonio’s Tim Duncan, Minnesota’s Kevin Garnett, Los Angeles’ Kobe Bryant and Paul Pierce of the Clippers.
James turned heads over the weekend when he dressed as musician Prince at a Halloween bash.

James scored six points in the third quarter to help the Cavaliers start their rally against the 0-3 Sixers. He made 9 of 19 shots and had four steals.
But it was the latest major achievement that stuck with James, who went from Ohio prep star to the No. 1 overall selection by Cleveland in the 2003 draft.
“It just means I’ve played with a lot of great teammates, a lot of great coaches,” James said. “I’ve been around some great groups and I’ve been able to reap the benefits. It’s a cool thing. I’ve got more work to do but it’s pretty cool to see where you’re able to kind of stop and look at it.”
Jahlil Okafor, the No. 3 overall pick of this year’s draft, fought through foul trouble and led the Sixers with 24 points. Nik Stauskas scored 15 and Nerlens Noel 14.
Okafor and Noel are the building blocks of a franchise years away from contention. Okafor and Noel, the No. 6 overall pick of the 2013 draft, gave the Sixers a peek in the first half at just good they might be one day. Noel and Okafor powered Philadelphia to a 32-18 lead after one and a 54-49 edge at the break.
James and Kevin Love, who scored 15, got the Cavs rolling. Cleveland made 13 of 20 shots in the third to help put the game away.
Mo Williams scored 21 points for the Cavaliers.

Cavaliers: G J.R. Smith left in the first half with a right knee contusion. He averaged 6.3 points through the first three games. … Injured G Kyle Irving (left kneecap) traveled with the team. He had a heavy workout on Sunday and had no planned workout on Monday, so he made the trip.

James likes the early returns on the rebuilding Sixers.
“I think they have some young talent,” James said. “I think what hurt them a little is the injury of the big fella from Kansas (Joel Embiid, recovering from foot surgery). I know everyone is kind of waiting around to see how well he can play games.”
Until then, the Sixers will continue taking their lumps.
“Everyone wants instant oatmeal,” James said. “But it’s always a process. You got to put the time in. You got to build things from the ground up. This year, it’s about making a transition.
“It will happen. Hopefully, it will happen when I’m done.”
