Philadelphia scored a legal victory in its fight to keep federal funding Wednesday. A judge issued a preliminary injunction barring the Justice Department from withholding more than $1 million in crime-fighting aid over the city’s so-called sanctuary city policies.

Damaris Alvarado-Rodriguez, owner and director of Children’s Playhouse in Philadelphia, was able to double enrollment in her special needs program after learning the money collected from the new sugary drink tax would go towards area preschools like hers. Shot and produced by Alex Pena.
